I hope thisnewsletter finds you and yours well. With this weather we are having, I find ithard to get anything done. The weeds are coming up all over the place. Thegrass ( what little I have left ) is also starting to come up. Well, this isthe Midwest and anything can happen.
For my friends onWise, west of Big Bend, the mess is coming to an end. If you can remember theWater Co. doing work on this street last year, put a stop to your cityreplacing the street slabs. I hope your street will be cleaned up soon. OnWise, going east of Big Bend, work should start next year. Please take time tolook at attachment 'Wise Rebuilt'. This should give you time to make plansfor driving in this area. The city will be replacing streets, curbs, gutters,and sidewalks in this area. Phase 3 work in the 7500 blk. of Hiawatha is nowcomplete. The rest of it is planned for 2013. This will take it to WestBruno.
We have otherroad work in our city going on now and soon to start. On Beulah and Boneta, wewill be replacing all the sidewalks. In the 1700 - 1800 blk of Del Norte, MSDwill be placing two manholes / sewers inlets soon. Please drive slowly in thisarea. You may want to find a new way to drive during this construction. MODOTwill be working on the lights 40/64. This project starts at McCutcheon andtravels eastbound to McCausland in the inside lane(lane 1). Please check attachment 'MODOT'

Last but not least, we had a burglary that occurredat 4:00 AM in the 1600 blk of Bredell, 3/15/2012 . The call came out as an alarm sounding. When the officers arrived, they foundan open window and then 2 suspects exited the residence from another window andran. The officers gave chase on foot, but lost them. An item takenfrom the residence was recovered at the rear door in 7700 blk of W.Bruno. Other evidence was recovered and it will be sent to the St. LouisCounty Lab for DNA analysis in order to identify a suspect. Your Policedid an excellent job with recovery and hope to find out more when the testcomes back.
I have been askedabout the Armed Robbery on Laclede @ Hwy 40. Both suspects werearrested on 2/29/12 and being held on $200,000.00 bond.. Suspect #1 is a 24year old male who lives in unincorporated St. Louis County, near Florissant. Hehas an extensive arrest record, including charges of Burglary, Tampering, Fraudand Narcotics. Suspect #2 is a 21 year old male, who lives in Florissant. Hehas one prior arrest for Burglary (no conviction). Both suspectstold our Police, they saw the victim walking along the street. One of thesuspects stated that the other suspect recognized the bag carried by the victimas a computer bag, issued by M-RH High School. At that point one, or both,decided to rob the victim. This was a crime of being in the wrong place at thewrong time. It is sad you and I need to watch where and when wewalk, these are the times we live in. This was a great piece of Policework to solve this senseless crime. Remember to keep your eyes and ears open toanything and anyone that looks out of place. Don't take a chance. Call yourPolice and let them check it out. On the matter of your Police Dept, we havetwo new officers on the force. Police Officer James Vargas andPolice Officer Alex Waldroup.

A A captain with the Richmond Heights Fire Department is recovering from a shoulder injury he sustained while fighting a massive fire Thursday night at a Maplewood business.

Greg Steffen was taken to Mercy Hospital St. Louis for treatment after he jumped out of a first-floor window when the building's floor collapsed into the basement, Chief Kerry Hogan said. He hit an air-conditioning unit that had fallen out of the window.

Steffen is doing all right apart from the pain caused by the injury, Hogan said. It's possible the fall hurt his rotator cuff. He will undergo an MRI and other procedures to determine the extent of the damage.

Chief Terry Merrell of the Maplewood Fire Department described it as a soft-tissue injury in an interview with Maplewood-Brentwood Patch.

Hogan said he doesn't know when Steffen might return to work.

A veteran Richmond Heights Police Departmentofficer assigned to the Saint Louis Galleria from the day it opened is being remembered as a dedicated and hard-working man.

Frank Romeo, who had cancer, died Wednesday night surrounded by family at his home, Acting Chief Roy Wright said. He was 58.

"Frank's going to be sorely missed," Wright said. He described him as a big man who might have come across to some as gruff. But to those who knew him, Frank—who stood well over 6 feet tall and weighed 300 pounds—was "a big teddy bear."

His family was originally from Richmond Heights, and he began work with the police department in December 1975. The Valley Park resident became the department's liaison at the Galleria mall. He took care of business, handling paperwork and other responsibilities.

Neither his family nor his co-workers knew Frank had cancer for a long time.

"He didn't want to burden anyone else with his problems," Wright said.

Instead, he focused on his job.

"Frank was very dedicated to the city of Richmond Heights and in particular the safety of everyone that came out there to the mall," he said.

Patrolman Tim Schilli first met Frank after being assigned to the Galleria in 1996. The two worked together there until 2008.

"Frank was a one-of-a-kind guy," Schilli said. "He always wanted to do things his way. It was very important to him that the Galleria detail was run a certain way, and he basically made his career out of running that detail."

The officer was so well-respected that police in Des Peres, St. Peters and Hazelwood consulted with him in developing their own mall procedures. He came up with arrest and booking procedures and developed ways to interact with shoppers, staff and management.

While police working at the Galleria came and went, Schilli said, Frank remained.

"Frank was always the constant out there," he said.

He is survived by three daughters, multiple grandchildren and numerous brothers and sisters.

A viewing is planned from 9 a.m. to noon Tuesday at Jay B. Smith Funeral Homes, 7456 Manchester Rd. in Maplewood. A procession will pass by the Richmond Heights Public Safety Building on its way to the funeral service, scheduled for 1 p.m. Tuesday at St. Luke the Evangelist Catholic Church, 7230 Dale Ave. in Richmond Heights.

MAPLEWOOD • Firefighters from several departments battled a huge blaze Thursday night at a three-story home that houses a dental office.

They were back at the scene early Friday, when it reignited. Flames were shooting from the basement.

The fire is at Maplewood-Richmond Heights Family Dentistry, 3004 Sutton Boulevard. The site is at the corner of Flora Avenue, a couple blocks south of Manchester Road.

The fire call came out at 8:20 p.m. Thursday and flames were still shooting from the house at 10 p.m. Thursday. Several departments sent firefighters and equipment to battle the blaze, which has hit four alarms.

There are no reports that anyone has been injured.

Early Friday, at 6 a.m., dispatchers said the fire had reignited, flames were coming from the basement and there was a report of a flammable liquid in the basement. Several crews were sent back to the scene.

POLICE CHIEF RETIRES JANUARY 9TH

Police Chief Richard Vilcek will retire from the Richmond Heights Police Department (RHPD) effective Jan. 9, 2012, after providing nearly 43 years of dedicated service to the community and its residents. He began his career with the RHPD in March 1969. His career included assignments in the patrol division, the detective bureau and he was a member of the St. Louis Area Major Case Squad.

Chief Vilcek was promoted to Sergeant in the patrol division, supervisor of the detective bureau. When promoted to Captain, Vilcek commanded the Bureau of Field Operations and the Bureau of Support operations. He was promoted to the rank of Major and served as Assistant Chief of Police until he was appointed Chief of Police in 2007. He served on the Richmond Heights Police and Fire Pension Board for 30 years.

The Chief is a 2003 graduate of the F.B.I. National Academy, and is a veteran of the U.S. Army where he served with the 101st Airborne Division.

David Gipson has been named Assistant City Manager for the City of RichmondHeights, effective Tues., Jan. 17, 2012. He will report directly to CityManager Amy Hamilton.

Inaddition to assisting with preparation of the city’s annual budget and grantproposals, Gipson will oversee coordination of public works functions and thehuman resources, information technology and public relations staff. He willalso be responsible for the City’s performance measurement processes andcoordination of a wide array of special projects.

Gipsonserved as planning manager for the City of St. Charles, MO. Hisresponsibilities included coordinating long-range and current planningfunctions; supervising planning staff, tasks and projects, and serving as theplanning and zoning liaison to other agencies, city departments and the St.Charles Code Enforcement Division. He holds a Master’s degree in Public PolicyAdministration from the University of Missouri - St. Louis, and a Bachelor ofScience degree in Planning from Missouri State University in Springfield.

A two story house in Rock Hill caught fire early Friday morning.

The fire started in the basement of the home that is currently being renovated.

No one was in the home at the time of the fire and it's not known if the owners are currently living in the home as it goes through its renovations.

The fire had to be fought from the outside and it took firefighters from U-City, Webster, Glendale, Clayton, Richmond Heights and at least eight other fire departments to put it out.

The house is located at 861 Manitou and suffered heavy damage.

Chief of Police Rick Vilcek isretiring in January. Chief Vilcek has served 43 years in the PoliceDepartment. Raised through the ranks, from Patrolmen to Chief.The Commission onAccreditation for Law Enforcement Agencies (CALEA) was initially created in1979 to develop a set of management and operational standards designed topromote increased professionalism within the law enforcement community. Toachieve accreditation status, agencies must comply with four hundredand sixty (460) stringent standards governing virtually all management,administration, and of policing andservice to the community. The Richmond Heights Police Department received Accreditation on December 6, 2008and was reaccredited in Nov. 2011.We have the lowest crime rate for sometime under Chief Vilcek'sleadership. Rick is a board member of the Richmond Heights HistoricalSociety. He was raised and still lives in Richmond Heights. I, along with manyothers, wish him well in the years to come. I am sure we have not seen norheard the last from Rick. His love for our city will guide him to help inanyway to keep our city number one.

ST. PETERS, MO (KTVI - FOX2now.com)--

One person is dead after an early morning crash in St. Peters, Mo involving a fire truck. Part of Westbound Interstate 70 was closed for several hours. The highway reopened just before 5 a.m. Thursday morning.

The crash happened around 12:15 a.m. on I-70 near Mid Rivers Mall Drive exit. The Missouri Highway Patrol says troopers and fire crews from Central County Fire and Rescue were working a relatively minor accident when a pick up truck going west on I-70 slammed into the back of a fire truck.

A Patrol spokesperson says the driver of the truck was killed. No one else was seriously hurt although a couple of fire fighters were taken to the hospital to be checked out.

Right now, it is unclear why the truck did not stop in time. The name of the victim has not yet been released.

SHREWSBURY • Firefighters have knocked down a house fire at 7412 Murdoch Avenue.

Two alarms were struck, the first around 9:45 a.m. Firefighters found a back bedroom burned out and heavy smoke throughout the house, Capt. Gerard Straatmann said. Nobody was home at the time.

Firefighters are still trying to determine the cause of the fire.

Is Wellston Fire Chief Top Choice for Monarch Fire?

Chesterfield-based Monarch Fire Protection District's search for a new fire chief has turned up a top choice, according to a self-proclaimed watchdog group, Monarch Concerned Taxpayers.

Tom Vineyard, chief of Mid-County Fire Protection District of St. Louis County, was identified Friday by Concerned Taxpayers, in a blog on the group's website as Monarch's top choice to replace current and retiring Chief Chip Biele.

Monarch's board of directors would not confirm chief search information but in an email to Patch,apologized to Vineyard and others mentioned inConcerned Taxpayers blog.

Chief Vineyard was not available by phone Monday, according to a person who answered the phone at Mid-County FPD.

Monarch has known for nearly a year that Biele was going to retire by January 1, and the 3-member board of directors voted to finance an executive search by firm Grant Cooper & Associates, for a new chief.

Monarch has 125 employees, five firehouses and covers 55 square miles, based in Chesterfield. The 2011 budget appeared to total about $22 million, with revenue from taxes on residential and commercial property, and personal property.

Daylight Saving Time ends this Sunday as we "fall back"and set clocks back one hour. This is also a great time to check the thingsthat keep us safe and ready for emergencies.

Smoke Detectors - Check and replace batteries if needed and make sure the devicesaround your house are working properly. The U.S. Consumer Products SafetyCommission estimates that about 16 million homes in the country have smokealarms that do not work. In most cases, the batteries are dead or missing.Nearly 2,700 people die and more than 15,000 are injured each year because offires that started in their homes.

Carbon Monoxide (CO)Detectors - Make sure you have working CO Detectors in your home. Accordingto the Centers for Disease Control, carbon monoxide is the leading cause ofaccidental poisoning deaths in the United States.

Emergency Kits - Everyone should have a basic emergency kit in their home withsupplies such as food and water to last you and your family for at least threedays. Other items like a battery-powered or crank radio, flashlights and afirst aid kit should also be included. Daylight Saving Time is a perfect timeto get a kit - and if you already have a kit, to check it to make sure food andother items are not near or past their expiration dates.

On November9, the public will hear a message indicating that "This is a test."The audio message will be the same for both radio and television. A NationwideEAS Test will help the federal agencies and EAS participants determine thereliability of the system and its effectiveness in notifying the public ofemergencies and potential dangers nationally and regionally.

Brentwood Fire Chief Bob Niemeyer is guilty only of giving his men the best of everything, including 100 percent of himself. His love for his job, his total accessibility and his unwavering commitment to his men and his community make the Brentwood Fire Department one of the most highly recognized and respected fire departments in the community. As a former captain with the Maplewood Fire Department, I can say I've never known a more honorable man. His presence in the fire service has provided many firefighters, including me, with stability in unstable situations. He will be missed. His courage, guidance, leadership and experience all are irreplaceable.

What shame that a resignation was forced from a man who has been such an inspiration to his peers and community. I regret losing the service of such a great man.

A University City house is "pretty much a total loss" after a two-alarm fire that appears to have been caused by lightning, the city's fire chief said Monday.

It happened early Sunday in the 8000 block of Lafon Place, Chief Don Miner of the University City Fire Department said. His department received notification of the fire at about 3:30 a.m.

No one was at home at the time of the fire, and the blaze was well underway before anyone knew it was burning, Miner said.

The Mehlville Fire Protection District Board of Directors voted unanimously in a closed meeting Wednesday to accept the resignation of Mehlville Fire Chief Tim White.

The resignation comes after White was placed on forced administrative leave from June 13 to Wednesday of this week, MFPD Board Chairman Aaron Hilmer said.

“It was an amicable thing. Tim White and the board disagreed about the future direction of the district,” Hilmer said. “After lengthy discussion, we both came to the same conclusion, we both decided to amicably part ways."

Assistant Chief Brian Hendricks will step into the roll of interim chief and Deputy Chief Training Officer Dan Lafata will temporarily take over assistant chief duties. Hilmer said Hendricks has been with the district approximately 12 years.

White, who has been employed by the district since June of 1985, will receive nine months pay and benefits and a $15,000 education stipend if he wants to pursue another education direction, Hilmer said. He added that the severance package would not cost the district additional expenses and was in line with other packages given to early retirement employees.

White made $127,665.33 in total compensation and benefits in 2009, according to the MFPD website, and has been serving as the chief since April of 2009. He was promoted to administrative chief and served alongside former chief Jim Silvernail until Silvernail’s contract expired in April 2010.

“This wasn’t based on anything that happened,” Hilmer said. “It was more where we were going to go with the district. I certainly respect White’s vision. It just wasn’t something the board agreed with.”

Hilmer said the board wasn't going to rush to find a new chief.

“We have such a tremendous administrative staff now, the district should continue to run just fine,” he said. “I don’t foresee it being any kind of rush process.”

Hilmer said White and the board started disagreeing after the April election in which Hilmer was re-elected. Prior to the election, Hilmer said the chief was doing an "epic job of working for residents."

“After elections settled down, we asked, ‘Where are we going to be?’ and it became clear that we were clashing,” Hilmer said. “I think he’s going to have other possibilities to pursue and we wish him well in those endeavors."

"The fire district is better off than it was before he was chief. There have been a lot of positive things that have happened.”

Brentwood fire chief Bob Niemeyer has announced his retirement after serving the city he grew up in for more than 49 years.

Niemeyer, 70, will retire on Sept. 17. He'll be succeeded by Ted Jury, fire chief of the Ladue Fire Department. The announcements were made during a Brentwood Board of Aldermen meeting on Monday night.

Niemeyer, who has worked as fire chief for the past 29 years, is a lifelong Brentwoodian who has strong ties to the community.

"He always wanted to be a fireman," Mayor Pat Kelly said. "He's a great person—as a fire chief and friend."

In May, Niemeyer informed the city that he planned to retire. The city's Public Safety Committee asked Jury to help with the search to find a replacement, but Jury indicated his interest in the position.

Instead of creating a search committee, the city began negotiating a contract with Jury in early June.

Kelly said Jury—who has worked in Ladue for 29 years—has become very familiar with the Brentwood Fire Department through mutual aid, where Brentwood firefighters assist Ladue on fire calls and vice versa.

"He knows our men. He's highly respected," Kelly said.

Jury's start date hasn't been established yet, but he'll likely begin before Niemeyer's retirement date, Kelly said.

The board also voted to approve a contract for a new city administrator-city clerk. A. Bola Akande, who was assistant city manager in Richmond Heights, will replace Chris Seemayer.

In another action, the board voted to enter into a contract with Police Chief Steve Disbennett, who had been working without a contract.

Brentwood Fire Chief Bob Niemeyer announced his retirement from the Brentwood

Fire Department last month.

He has set Sept. 17 as his retirement date. Chief Niemeyer has served the Brentwood

community for more than 49 years. He started his career in 1961, as a Fire and Police

dispatcher. In 1962 he was asked to join the Brentwood Police Department by Mayor

Ray Parker and Acting Chief Al Null. Fifteen months later, on September 16, 1963, Bob transferred to the Brentwood Fire Department, fulfilling his lifelong dream of become a Brentwood fireman. He worked his way up through the ranks and was promoted to Captain in 1968 and to Assistant Chief and Fire Marshal in 1980. On April 19, 1982, Mayor Jim Shelton and the Board of Alderman appointed Bob the position of Chief of the Brentwood Fire Department. He is now serving his 29th year as Fire Chief.

Chief Mark Thorp and Firefighter Jeff Counts of the Clayton Fire Department are in Joplin, MO, to assist with tornado relief efforts, a city official stated Monday.

The two are serving as part of a disaster medical team, Clayton communications coordinator Judy Kekich stated in an email.

The devastating tornado happened Sunday.

It's not the first time the two have provided assistance following major natural disasters: The two visited Port Au Prince, Haiti, in early 2010 following the earthquake in that country, an article on page 4 of the April 2010 CityViews newsletter states.

A power outage Monday at three Bellevue Medical Plaza buildings at SSM St. Mary's Health Center in Richmond Heights resulted in canceled doctor's appointments and a shorter work day for employees.

Emergency officials got the call at about 4:10 p.m., firefighter Larry Drexler of the Brentwood Fire Department said. He said emergency workers were helping bring to safety people who became trapped in elevators when the power went out.

"It's probably storm-related," Drexler said. Storms early Monday afternoon caused widespread power outages in Richmond Heights and Clayton.

It wasn't clear when Ameren Missouri would be able to get the power back on at the buildings, Chief Kerry Hogan of the Richmond Heights Fire Department said. The building at 1027 Bellevue Ave. had a backup generator, while the two remaining buildings—1031 Bellevue Ave. and 1035 Bellevue Ave.—had emergency battery backup that only lasts a short time, he said.

HELP THE RED CROSS TORNADO RELIEF EFFORTS

Following damage from severe storms that swept through Missouri and Illinois on Friday night (April 22), the American Red Cross St. Louis Area Chapter continues to provide shelter, food, clothing, damage assessment and casework for families who have been displaced from their homes due to the storms. Trained damage assessment teams are currently in North St. Louis County and other neighborhoods meeting with families to assess needs, provide clean-up supplies and food. Last night, the Red Cross opened a shelter to offer people a safe place to stay, along with emergency care; this shelter will remain open as long as needed. The shelter is located at:

Richmond Heights and Clayton do not appear to have sustained damage in storms that passed through St. Louis on Friday.

"Believe it or not, there was no damage in Richmond Heights that we're aware of," Battalion Chief Tom Nuernberger of the Richmond Heights Fire Department said.

The situation in the city stands in contrast tobattered houses and uprooted trees in places such as Maryland Heights.

Nuernberger said he is unaware of any shelters that have been set up in the east-central corridor for people from other communities affected by the storm, though he said shelters have been set up in the northern parts of St. Louis County.

During the night of Feb. 4, Brentwood paramedics Eric Rakey and Jake Erschen received a medical call for a man who was experiencing chest pains while inside his vehicle.

After they arrived on the scene, Rakey and Erschen loaded the man onto a stretcher and into an ambulance, where he was connected to a monitor. Once inside, he became unresponsive. The paramedics administered CPR and shocked the man twice before he finally began to breathe again on his own.

"Without question, the paramedics' actions that day saved a life," said Bob Kurtz, assistant chief of the Brentwood Fire Department.

Kurtz awarded Rakey and Erschen letters of commendation during the Brentwood Board of Aldermen meeting on Monday night. Others were honored for their service as well.

Lt. Matt Stoverink was recognized for helping a neighbor while off duty on Jan. 5, when he entered a house that was on fire, found his neighbor in the basement and escorted her outside.

Erschen was again honored, along with his partner, paramedic Phil Abegg, for their service on Jan. 30. They received a medical call for a man experiencing chest pains. When they arrived, the man was sitting on his couch and clutching his chest. He was transported to a hospital, where he went into cardiac arrest shortly after arriving. Erschen and Abegg assisted emergency room staff.

"Paramedics Erchen and Abbeg's dedication, support and desire to never give up is what led to the patient coming stable. Weeks later, this 45-year-old male walked into the fire station to personally thank paramedics Ershen, Abegg and other members of the crew," Kurtz said.

The patient was Second Ward Alderman Mike Marshall, who suffered a heart attack.

"We really appreciate it," said Marshall, whose family was in attendance for the presentation.
