A statement read by St. Clair Fire Protection District board of directors treasurer Dave Berkel has linked former Fire Chief Eric Hinson to the ongoing investigation into the local department's financial irregularities.

Berkel read the statement making the connection during a fire board meeting Tuesday night.

“We received a check from VFIS/Glatfelter Claim Service for $100,000, and it has been deposited in our account,” Berkel said in reading the statement at St. Clair Fire House 1 on North Street. “This check is due to an ongoing investigation concerning Eric R. Hinson about his duties with the St. Clair Fire Protection District as board treasurer.”

Volunteer Firemen's Insurance Services Inc. is the St. Clair department's insurance carrier. Glatfelter is the claims firm the insurance company uses.

Before becoming St. Clair fire chief for a short time last year, Hinson was the board of director's treasurer from April 1997 to January 2011. Before he resigned as chief about a year ago, he had served with the St. Clair Fire Protection District for about 25 years.

Berkel replaced Hinson as the board's treasurer when Hinson was named chief in January 2011. The other two board members are President Kirby Banderman and Secretary Danny Gossett.

On Sept. 28, 2011, during the same St. Clair Fire Protection District board of directors meeting in which Hinson submitted his resignation as chief, public minutes stated that the three-member board that night unanimously voted to "engage the services" of BKD Certified Public Accountants & Advisors "to investigate the financials for the St. Clair Fire Protection District as necessary."

The vote came after the board went into executive session to "discuss legal matters," the minutes stated.

On Tuesday during its meeting, the board said the $100,000 was given by the insurance company to the fire district because that is the amount of money the department was insured for in this specific incident. At the time, the district had a $100,000 insurance policy on each board member as well as the district's office manager.

Fire board members said they could not release any other information on Hinson relating to the case.

Earlier this month, Hinson quit his job as fire chief in Ladue. Hinson was 41 years old when he became St. Clair's fire district leader at the beginning of last year.

About 30 individuals attended Tuesday's meeting, most of them St. Clair firefighters.

Background

Later during the same Sept. 28, 2011, fire board meeting, the directors again voted to go into executive session "to discuss personnel matters." When the meeting returned to open session, Berkel read Hinson's letter of resignation, which unanimously was accepted by the board.

In January of this year, St. Clair Police Chief Bill Hammack and Berkel both confirmed the investigation to The Missourian, but would provide little additional information, including the names of any individuals potentially involved. They did say the Internal Revenue Service and the Federal Bureau of Investigation were involved.

"We are going through and looking into irregularities in financials of the fire district," Berkel said in January. "These occurred from 2011 and before. We're going through some questionable transactions."

Jan Diltz, public affairs officer with the U.S. District Attorney's Office in St. Louis, has provided no information on the case. In addition, officials with the IRS office in Chesterfield have declined to comment.

RICHMOND HEIGHTS, MO (KTVI) – An explosion outside Immacolata Catholic Church in Richmond Heights is under investigation by police, federal agents and the county bomb unit.  The blast shook neighbors and their homes.
Police said a large amount of consumer grade fireworks was used to make the explosive device.  Brian McMahon heard the blast, “It was a big explosion.”  It happened around 10:20 p.m. Monday night.  A woman who lives nearby said, “It was like a very, very loud crash of thunder.”
Police canvassed the area and found nothing. Tuesday morning church workers discovered the damage the explosion caused. Two dumpers were damaged, one had a hole in it.  A parish grade school window was shattered. Captain Craig Mueller with the Richmond Heights Police said, “Right now it`s completely out of the blue and we`re not linking it to the church or school at all it`s in a very secluded area at the very far side of this parking lot.”
Church officials said the parish has not received any threats or had any problems.  Authorities searched the grounds including the roof of the church look for evidence.  The glass top of a neighbor`s patio table was destroyed.  Captain Mueller added, ‘We`d like to know obviously what the device was and how far the device carried and any other evidence that might indicate who set off the device.’
The explosion won`t soon be forgotten by people who live near the parish.  McMahon said, “My sister who lives right here called and said my windows just shook unbelievably.”
Captain Mueller said, “If anybody has any information related to hearing this, knowing someone in the area that maybe responsible, anyone bragging about such a thing please call the Richmond heights police department immediately.”

The Richmond Heights Fire Department mourns the passing of retired fire chief Larry Santen.  Chief Santen began his career in 1951 as a private and worked his way through the ranks until he was promoted to Fire Chief in 1980.  During his tenure as chief of the department (1980 to 1987), Chief Santen was very instrumental in taking the department’s EMT’s and training them to the level of paramedics and acquiring the needed equipment for them to perform their new duties.  It was his vision many years ago that has made our medical division of the department what it is today.

MAPLEWOOD > Fuel leaks from train • A train leaked diesel fuel for miles Tuesday morning as it passed through several St. Louis County municipalities, authorities said. No one was injured in the fuel spill, and it never caught fire, said Maplewood Fire Capt. Steve Koppel. No residents had to be evacuated, he said. Fire officials say it's unclear how much fuel spilled or where the leak began. The train had been going northeast when it stopped in Maplewood about 2:45 a.m. near Sutton and Pacific avenues. The fuel presumably had been leaking for miles, through towns that included Kirkwood and Webster Groves, although Koppel said he didn't know how far back the fuel spill began. The fuel was leaking from a rear engine. Union Pacific called a hazardous materials team to clean up the spill. The team managed to stop the leak, which was coming from a container that can hold as much as 3,800 gallons, Koppel said.

Owner of Destroyed MRH Family Dentistry Donates to Ryan Hummert Memorial Fund

Donna Clifford had planned to give a carved fireman and decorative fire truck to a Maplewood firefighter as thanks for fighting the fire that destroyed her home on Sutton Boulevard in January.
Fire Chief Terry Merrell called the gift generous and thoughtful. Since individual firefighters don't receive gifts, Merrell accepted the tokens of appreciation as a representative of the whole department.
"We'll display it in the firehouse now, but hopefully, someday when we build a new one, it will be a nice addition," Merrell said.
Clifford also gave Merrell a check for $1,500 for the Ryan Hummert Memorial Fund.

Greg Steffen

Richmond Heights Fire Captain Injured in Blaze at Maplewood Dentistry

Capt. Greg Steffen is recovering after hurting his shoulder, Chief Kerry Hogan said.
A A captain with the Richmond Heights Fire Department is recovering from a shoulder injury he sustained while fighting a massive fire Thursday night at a Maplewood business.

Greg Steffen was taken to Mercy Hospital St. Louis for treatment after he jumped out of a first-floor window when the building's floor collapsed into the basement, Chief Kerry Hogan said. He hit an air-conditioning unit that had fallen out of the window.

Steffen is doing all right apart from the pain caused by the injury, Hogan said. It's possible the fall hurt his rotator cuff. He will undergo an MRI and other procedures to determine the extent of the damage.

Chief Terry Merrell of the Maplewood Fire Department described it as a soft-tissue injury in an interview with Maplewood-Brentwood Patch.
Hogan said he doesn't know when Steffen might return to work.

The fire happened at Maplewood Richmond Heights Family Dentistry, 3004 Sutton Blvd. Read the complete story on Maplewood-Brentwood Patch.

Frank Romeo RHPD

A veteran Richmond Heights Police Departmentofficer assigned to the Saint Louis Galleria from the day it opened is being remembered as a dedicated and hard-working man.

Frank Romeo, who had cancer, died Wednesday night surrounded by family at his home, Acting Chief Roy Wright said. He was 58.

"Frank's going to be sorely missed," Wright said. He described him as a big man who might have come across to some as gruff. But to those who knew him, Frank—who stood well over 6 feet tall and weighed 300 pounds—was "a big teddy bear."

His family was originally from Richmond Heights, and he began work with the police department in December 1975. The Valley Park resident became the department's liaison at the Galleria mall. He took care of business, handling paperwork and other responsibilities.

Neither his family nor his co-workers knew Frank had cancer for a long time.

"He didn't want to burden anyone else with his problems," Wright said.

Instead, he focused on his job.

"Frank was very dedicated to the city of Richmond Heights and in particular the safety of everyone that came out there to the mall," he said.

Patrolman Tim Schilli first met Frank after being assigned to the Galleria in 1996. The two worked together there until 2008.

"Frank was a one-of-a-kind guy," Schilli said. "He always wanted to do things his way. It was very important to him that the Galleria detail was run a certain way, and he basically made his career out of running that detail."

The officer was so well-respected that police in Des PeresSt. Peters and Hazelwood consulted with him in developing their own mall procedures. He came up with arrest and booking procedures and developed ways to interact with shoppers, staff and management.

While police working at the Galleria came and went, Schilli said, Frank remained.

"Frank was always the constant out there," he said.

He is survived by three daughters, multiple grandchildren and numerous brothers and sisters.

A viewing is planned from 9 a.m. to noon Tuesday at Jay B. Smith Funeral Homes, 7456 Manchester Rd. in Maplewood. A procession will pass by the Richmond Heights Public Safety Building on its way to the funeral service, scheduled for 1 p.m. Tuesday at St. Luke the Evangelist Catholic Church, 7230 Dale Ave. in Richmond Heights.
